LONDON -- British lawmakers will vote Tuesday on whether to let scientists use controversial techniques to create babies from the DNA of three people -- a move that could prevent children from inheriting potentially fatal diseases yet would make Britain the first country in the world to allow embryos to be genetically modified. The techniques -- which aim to prevent mothers from passing on inherited diseases -- involve altering a human egg or embryo before transferring it into the mother. British law currently forbids any such modification. The technology is completely different from that used to create genetically modified foods, where scientists typically select individual genes to be transferred from one organism into another. In Britain's House of Commons on Tuesday, health minister Jane Ellison kicked off the debate by urging support for the change. "This is a bold step to take, but it is a considered and informed step," she said, of the proposed technology to help women with mitochondrial diseases. Defects in the mitochondria can result in diseases including muscular dystrophy, heart, kidney and liver failure and severe muscle weakness. MONTPELIER, Vt. - A bill before lawmakers would expand the collection of DNA samples from people convicted of misdemeanor crimes. Senate Judiciary Committee Chair Dick Sears, D-Bennington County, is pushing the DNA collection bill to fix a law struck down by the Vermont Supreme Court last July. Sears' committee heard from witnesses Tuesday, not only on fixing the constitutionality questions raised by the court decision, but also what it would mean to expand DNA sampling beyond just convicted felons to anyone convicted of a misdemeanor involving prison time. "We think it's a powerful tool therefore that both enhances public safety and protects the privacy of Vermonters and others," Vt. Assistant Attorney General John Treadwell said. Vermont first started collecting DNA from convicted, violent felons back in 1998. In 2005, the Legislature expanded it to include felonies or attempted felonies. And in 2009, following the rape and murder of 12-year-old Brooke Bennett, the law was modified again to resemble national legislation known as Katie's Law. It said that no longer was a conviction needed to collect DNA, probable cause after arraignment was enough. Lawmakers in Parliament's House of Commons voted Tuesday to permit embryos to be genetically modified -- a move that could prevent children from inheriting potentially fatal diseases. The bill must next be approved by the House of Lords before becoming law. The in-vitro fertilization technique involves altering a human egg or embryo before transferring it into the mother. Until now, British law had forbidden any such modification. So-called "three-parent IVF" is not approved in the United States, although the U.S. Food and Drug Administration is investigating its safety. The British government published rules in December on how the techniques should be used. The U.K.'s Chief Medical Officer, Dr. Sally Davies, said they should be legalized "to give women who carry severe mitochondrial disease the opportunity to have children without passing on devastating genetic disorders." Defects in the mitochondria can result in diseases including muscular dystrophy, heart, kidney and liver failure and severe muscle weakness.
