Teen's death raises awareness of designer drugs

FREDERICKSBURG - A popular teen's death from ingesting an unregulated hallucinogenic substance has opened eyes of the Hill Country community to the hazards of designer drugs marketed on the Internet. Since Sam Herrera, 16, died April 20, his family and many friends have grieved as police and prosecutors examined what charges they could file in the case. The answer so far: none. The Department of Public Safety is exploring whether the substance blamed for Herrera's death - identified as 25c-NBOMe by the DPS crime lab - can be included in pending legislation aimed at outlawing such synthesized drugs. Several other deaths around the nation have been blamed on recreational use of psychoactive chemicals derived from phenethylamine, a compound found in plants and animals. Beside prohibiting specific versions of known drugs, Sen. Joan Huffman, R-Houston, said her bill would enable law officers "to keep up with street chemists who alter the chemical compounds to skirt existing drug laws and put them on the streets faster than they can be banned." In two months, 25 drugs banned for failing checks

Drugs failing quality tests are being blacklisted for a stipulated period in the State. In fact, a total of 25 drugs have been blacklisted for reasons including sub-standard quality, since March this year. This is part of measures taken to ensure the quality of drugs supplied to the public through government hospitals in the State. The Tamil Nadu Medical Services Corporation (TNMSC) has laid down standards and put in place a mechanism to test drug quality. It has blacklisted the 25 medications, mostly for a period of two years from 2013, for lacking in quality and efficacy. In fact, more than 30 drugs are in the blacklisted category since 2009. Samples are drawn from every batch of drugs supplied. The samples are de-coded and sent for quality tests to any of the empanelled laboratories. The parameters checked include the composition of the drug, disintegration/dissolution of the drugs in case of tablets and capsules, and sterility in the case of injections. Even labelling mistakes are taken seriously, an official says. In case the drug fails the quality test, the sample is sent to the government laboratory for reconfirmation. The government is wasting $260 million every year because it is ignoring advice that it is paying too much for the most commonly prescribed drug in Australia. Health economists and consumer groups say the government must tackle the high prices Australia pays for medicines compared to countries such as Britain and New Zealand in order to reign in spiralling health costs. Last week a Grattan Institute report found Australia was facing 10 years of budget deficits, primarily driven by rising health costs. Despite this, the price of the cholesterol-busting drug atorvastatin, commonly sold under the name Lipitor, has remained far above the upper limit set by the Pharmaceutical Benefits Advisory Committee. The chief executive of the Consumer Health Forum, Carol Bennett, said patients would end up missing out on new drugs or paying higher out-of-pocket costs if money kept being diverted towards overpriced medicines. ''The cost of medicines that the taxpayer foots the bill for is absolutely fundamental to ensuring stability in our health system,'' she said.
