The Budget Session of the 61st Legislative Session began today with Governor Mead addressing the members of the Wyoming House of Representatives and Wyoming Senate in his State of the State Address.  Governor Mead’s State of the State was followed by Chief Justice Kite giving her State of the Judiciary.  Governor Mead pointed out how strong Wyoming is with only 5.8% unemployment, #1 in coal production, #1 in trona production, #1 in uranium reserves, and alternating between #1 and #2 in natural gas production.  He pointed out that we had been determined to be #1 in tax climate and #1 as the best run State in the nation. 

The Governor went on to point out the gains made in diversification of our economy through the new super computer in Cheyenne and broadband expansion throughout Wyoming communities.  He laid out his plans for local government funding, highway funding, workers’ safety initiatives, wildlife trust fund funding, and landfill closure funding.  Governor Mead reminded the Legislature of the hard work that he has put into negotiating a plan with the Federal Government to solve the wolf issue once and for all.

The comments by the Governor were well received by the majority leadership of the Wyoming House of Representatives.  Speaker Buchanan stated after the speech, “I liked his focus on one time spending projects that built infrastructure, rather than expanding government.  We are in good shape financially and cautiously optimistic about the budget session. “

Majority Floor Leader Tom Lubnau appreciated the Governor’s emphasis on workplace safety and will be proposing a bill to deal with that issue later this week. His bill is based off of the recommendations given in the latest workplace safety report from the State Epidemiologist.

Then in the afternoon the Wyoming House of Representatives got down to business and began voting on introductions of bills.  For a bill to be introduced during the budget session, it must receive a 2/3 vote to be introduced.  The primary emphasis of the 20 day budget session in the budget, but some bills unrelated to the budget do get introduced.

The Labor, Health and Social Services Committee of the House, met late this evening to recommend bills to the full body.  Chairman Elaine Harvey of the committee had the committee work a bill that will continue the process of consolidating Department of Employment and Department of Workforce Services, that makes state government even more efficient.
