"It is obvious that humane, mandatory [treatment] is essential. Who, how andunder what conditions those are questions that must be answered," Onishchenko told Interfax. But Onishchenko stressed that compulsory treatment should be one ofa set oftools used tocontrol drug-addiction levels. Alberta's Oil Sands and Construction Industries Launch Drug and Alcohol Risk Reduction Pilot Project

EDMONTON, ALBERTA--(Marketwire -06/20/12)- Representatives of Alberta's energy and construction industries today announced their participation in a Drug and Alcohol Risk Reduction Pilot Project (DARRPP), a two-year initiative to evaluate and report on the effectiveness of comprehensive workplace alcohol and drug programs that will include random workplace testing. DARRPP is led by a multi-stakeholder working group with broad representation that includes major oil sands industry employers and labour providers. The project's mandate is to establish best practices for random workplace alcohol and drug testing for safety sensitive sites and positions and develop guidelines for processes such as case management, assessment and follow-up. Working from a shared model, participating employers will introduce and monitor random workplace testing programs and share statistics related to their implementation. Random workplace testing will not begin immediately. Over the summer and early fall, participating companies will be putting appropriate testing systems and processes in place, with implementation of pilot testing programs expected in late 2012 and early 2013. DARRPP will report its findings and recommendations to the participants, government and other stakeholders in 2014, with a goal of recommending a useful industry policy framework based on the results of the pilot. Drugs rife in Riverland

THE Riverland and northern suburbs are havens for illegal drug users and dealers, figures show. The latest Office of Crime Statistics and Research figures show these council areas have recorded a steady increase in drug offences over the past six years and a surge in drug dealing offences between 2009-10. In Berri and Barmera District Council, the number of detected illegal drug sales skyrocketed from four in 2009 to 145 offences in 12 months. Police reported 186 drug-related offences in the area during that time. In Port Adelaide and Enfield Council, illegal drug sales leapt from 74 to 138 among 522 drug-related offences reported in the area during 2009-10. Playford Council, which takes in about 70,000 residents in the far northern suburbs, recorded 90 illegal drug-selling offences during 2009-10, up from 48 the year before, among 421 drug-related offences. Several other council areas recorded jumps of more than 50 per cent in the selling or the trading of illegal drugs since 2006. Police Assistant Commissioner Grant Stevens said increased drug detections came from strong policing. The OCSAR data tracks all crimes known to police from 2006 to 2010. Officials recommend targeting retailers of synthetic drugs

EVANSVILLE Taking a more aggressive approach against retailers selling synthetic drugs might be the best way for the state to tackle the growing problems posed by the dangerous drugs, Indiana Attorney General Greg Zoeller said Tuesday. Zoeller and Illinois Attorney General Lisa Madigan convened a summit of law enforcement officials, prosecutors and legislators from both states in Evansville to exchange ideas about combating what they said is the rising threat from small-batch methamphetamine making and the use of synthetic drugs. A growing number of teenagers and young adults are using synthetic drugs, which are substances laced with chemicals designed to mimic the effects of marijuana, cocaine and meth but which often have serious health effects. Buyers don't know what chemicals and amounts of them are in the products. Because they were for sale out on the countertop, kids thought they were safe. These are nothing to mess around with, Madigan said. They are horribly dangerous. They account for numerous suicides and deaths across the country. Parents planted drugs on PTA president, police say

The school volunteer and PTA president allegedly targeted by parents who planted drugs in her car said she thought she was the victim of a joke when police came to question her. "I thought I was on a joke show, like someone was playing a joke on me," Kelli Peters told KTLA. Authorities say that an Irvine couple planted drugs in the volunteer's car because they were displeased with her supervision of their son, a student at Plaza Vista Elementary School in Irvine. "They tried to make me look like the worst person you could be when youre involved with a school," Peters told KTLA. "I just don't understand it." The parents arrested in the case Kent and Jill Easter, both 38 and both attorneys had previously sued Peters twice in 2010, though both cases were later dismissed, according to Orange County court records. When announcing the Easters had been arrested on felony charges Tuesday, the Orange County district attorney's office said the couple devised a plan to get the volunteer arrested. LOS ANGELES, June 20 (UPI) -- A California couple are accused of planting drugs on a school volunteer who served as the PTA president at their son's school, prosecutors said. Kelli Peters told KTLA-TV, Los Angeles, she thought it was a joke when police said they found marijuana last year in her unlocked car. Peters is a volunteer at Plaza Visa Elementary School in Irvine. Kent and Jill Easter, both 38-year-old attorneys from Irvine, were arrested Tuesday and face felony charges in the case, Orange County prosecutors said. The couple sued Peters twice in 2010 but both cases were dismissed, Orange County court records show, the Los Angeles Times reported. Prosecutors say Jill Easter was unhappy with the way her son was supervised by Peters. Prosecutors allege Kent Easter drove to the volunteer's home and placed a bag of Vicodin, Percocet, marijuana and a used marijuana pipe behind the driver's seat of her unlocked vehicle. He is accused of intentionally leaving the drugs in plain sight in a conspicuous location, where it would be easily visible from outside the vehicle. UCA's pre-pharmacy program prepares students to succeed

Tessa Wiley knew when she graduated high school that she wanted to go to pharmacy school. She looked at other colleges, but the University of Central Arkansas had a pre-pharmacy program that offers students faculty advisors and rigourous courses. Whenever I came to UCA, there was actually somebody there who knew about pre-pharmacy, Wiley said. They were so knowledgeable about all of it. It just blew me away. Last year, UCA led other Arkansas universities in the number of students accepted at the University of Arkansas for Medical Sciences College of Pharmacy, according to UAMS records. The local university beat out bigger schools including the University of Arkansas at Fayetteville by sending 34 students to UAMS. The states flagship university in Fayetteville had 24 students accepted, followed by 11 from Arkansas State University. This August, after just three years at UCA, Wiley will start school at the pharmacy college at UAMS. She is already packing up and moving from Alma to Little Rock, she said. As the legend goes, when Kris Thorkelson was studying pharmacy at the University of Manitoba, his dean loaned him $250 to pay the fee for his provincial exam. Today, Thorkelson is estimated to be worth hundreds of millions of dollars, and the U.S. Food and Drug Administration has named him in an investigation into an international wholesale drug distribution network that has allegedly sold counterfeit cancer drugs to American oncologists. Thorkelson and several other graduates in the class of '91 have become the pioneers of Manitoba's lucrative internet pharmacy industry. Thorkelson and fellow classmate Daren Jorgenson were partners right out of university, scraping together $7,500 each to buy a pharmacy in Winnipeg's North End. Walgreen to buy stake in European pharmacy chain Alliance Boots

Walgreen Co. has agreed to buy a 45% stake in Alliance Boots, a European retail pharmacy chain, for $6.7 billion in a cash and stock transaction that will create the world's largest drugstore chain with more than 11,000 stores in 12 countries. The deal, which represents the Deerfield, Ill., company's first international expansion, is expected to close Sept. 1 and includes an option for Walgreen to take full control of Alliance Boots three years after the deal closes. Walgreen will pay the European pharmacy and beauty retailer $4 billion in cash and $2.7 billion in company stock. Walgreen Chief Executive Greg Wasson said in a conference call that the company intends to buy the remainder of Alliance Boots within three years. The total takeover is expected to cost $9.5 billion in a combination of cash and stock.
